The solar energy industry is among the world’s fastest growing high-tech industries in recent years. As the cradle of the solar energy industry, Shanghai should rank the top in the country in areas such as mainly manufacturing thin film solar cells, making breakthroughs in the research and manufacturing of solar energy core equipments, and leading the development of the next generation solar cell technology.

SNEC 3rd (2009) International Photovoltaic Power Generation Conference & Exhibition, Co-organized by Shanghai Federation of Industrial Economics (SFIE) and Shanghai New Energy Industry Association (SNEIA) opens today! First of all, on behalf of Shanghai Municipal Government, I’d like to give my warm congratulations to the holding of the event and my sincere welcome to all the guests.

Photovoltaic industry is one of the high-tech industries which develop at the fastest speed around the world in recent years. Remarkable progress has been made in technology innovation, market expansion, and industry chain cooperation, etc. Especially, to cope with current international financial crisis, the global major economic bodies are working harder in this area. China also unveils special policies to support the PV industry development, promote the technology advance and start the application market. The photovoltaic industry is now offered a new developing opportunity. As one of China’s cradles of photovoltaic industry, Shanghai has begun the related research and technology application since 1980s. Thanks to the strengthened guidance and support on the development of the PV industry, a large quantity of excellent enterprises at home and abroad, which specialize in solar cells, modules, materials, equipment production and so on, have been attracted to Shanghai for investment and development.

At present, in response to the national general disposal of “Maintaining Growth, Expanding Domestic Demand and Adjusting the Economic Structure” and Shanghai municipal government’s “four ensures”(to ensure steady and relatively quick economic development, ensure continuous improvement of people’s livelihood, ensure a stable and harmonious society and ensure the orderly progress of preparations relating to the World Expo 2010), Shanghai is implementing the plan of adjusting and revitalizing the national key industries, exerting itself to the high-tech industrialization in 9 fields, namely new energy, electronic information manufacturing, new energy vehicles, etc. Shanghai will focus on some key enterprises and construction of industrial bases in districts of Minhang, Pudong and Songjiang, pay great attention to develop thin film solar cells, high-efficiency crystalline silicon solar cells and core equipments of solar energy, track and nurture technologies of the next generation solar cells such as nanocrystalline solar cells, dye-sensitized solar cells (DSSC), and organic solar cells etc. We will also establish supporting policies of industrial development, take more measures to stimulate investment, expand investment channels, and attract R&D institutes, manufacturers and relevant companies to settle down here. Finally, we will attach great importance to the manufacturing of thin film solar cells; make breakthroughs on R&D and manufacturing of core equipments of solar energy to take national lead in developing next generation solar cells.

We hope that we can actively use the advanced experience of China and the world in the development of solar cells industry for reference, strengthen the industrial cooperation and exchanges, clarify the present situation, development trends, bottlenecks and technology routes, and make clear the development goals, priorities, implementation bodies and countermeasures. Today, so many famous companies, industrial organizations, experts and scholars from around the world gathered in SNEC (2009) PV POWER EXPO. I hope that friends from the industry could propose valuable comments and suggestions on the development of the PV industry in Shanghai.

Finally, I wish SNEC (2009) PV POWER EXPO a complete success!
